Unlikely. The servers failed pretty badly and the beta was put back into friends and family stage again.

You need to visit a Nephilim Altar to be able to change skills. Afaik they will spawn randomly around in the game world and always in the main town.

Oh.. meh. Was hoping to at least have the option to change them out of combat whenever I wanted to.

Nope  But they said during Blizzcon that they were looking into that, and there was a big patch last week.
