Just go for 1333, theres hardly any performance increase with the faster memory's. ![Razz :P](./images/smilies/icon_razz.gif) Latency of around 8-9 is pretty generic. As for the manufacturer's i would be looking at Mushkin and Kingston first.

And that review is from where? ![Razz :P](./images/smilies/icon_razz.gif) 10% performance increase in a game is a lot, and the only games that would benefit from such an upgrade would be ones like Oblivion with huge environments. But 10? Nah. More like 1%. Though if you do video editing then that 10% sounds quite realistic. But nothing is stopping you from overclocking that 1333-specced memory. ![Razz :P](./images/smilies/icon_razz.gif)

Memory speed really doesn't matter much in real world applications.
Just buy some 1600Mhz 8-8-8-24 (or 9-9-9-24) modules and run them at stock settings. Be aware that 1600Mhz sticks requires overclocking to run at stock though as the JEDEC standard for DDR3 is 1333Mhz.
Paying extra cash for a couple of 2000Mhz sticks is just a waste of money imo.

So, after getting too tired of my constantly super low fps, i decided i need to do something, a new video card perhaps, i dont know. Problem is i dont have a clue about what to buy, i got a Radeon HD 4850 video card atm. AMD Athlon 64 X2 5200+ processor. Some secret motherboard, only says NODUS3. Your secret motherboard is an old OEM board from asus used in HP computers. Since the board is based on socket AM2 (obsolete technology) you can't really upgrade your cpu, and buying a new graphics card without upgrading your cpu seems rather pointless as your cpu will bottleneck your system pretty badly.
Imo you should just get a new i5 system with a gtx560 or something equivalent. It's quite affordable.
