As enigma said, the main bottleneck limiting your fps is your cpu, and you need a new mobo to support a better one. You could get a new graphics card too but your fps won't improve much if your cpu is bad.

Most likely cheaper to buy a new motherboard and DDR3 ram than it would be to upgrade what ever DDR2 ram you have anyway :'(
Edit: While I'm here, has anyone ever heard of a computer issue where the system starts up ~15-20 seconds after it's powered on? As an example you press the ON switch or use a screw drive on the contacts and remove, a few seconds later it'll boot up.
It's a fairly old system using a AMD 2600+ sempron and 1*512, 1*256 DDR2 RAM, Geforce FX5200 but it's such a wierd problem I can't even imagine what could be causing it. Oh and for added fun it occasionally can't detect the processor or harddrive but IT IS able to boot to OS.

Sounds like a faulty mother board to me They can give you the weirdest problems, but still work.

yeah, enigma has it. new mobo with P67 chipset and an i5 2500(k) (k = unlocked for overclocking which is economically smarter to buy if you plan on overclocking, else just skip it) combined with like a 560 or if u want an amd card i guess a 6950... couple that with 2x2GB cl8 1600MHz ddr3 ram which you can upgrade with 2 more of those sticks. shouldnt set you back more than around 500 euro and perform with no problem in wow

I think a 600w might be a little too low? The guy who built my i7 2600k with gtx 560ti recommended 800w.
